1. GENERAL DESCRIPTION

The Dutch organisation HealthNet TPO is a knowledge-driven, non-profit organization that works in areas disrupted by war, disasters and poverty. Working together with local populations it channels emergency aid into sustainable health care development.

HealthNet TPO operates in 16 countries with more than 3.000 employees where it provides expert advice and support on rebuilding and restructuring health systems, mental health, health financing and disease control. In addition HealthNet TPO conducts related social, epidemiological and medical research contributing to a better response to chronic crises worldwide. The Amsterdam head office employs approximately 20 FTE’s and is responsible for the overall management of the organization, financial management, monitoring and coordination of the projects, public health and research, human resources management, fundraising and communication.

2. PURPOSE OF POSITION

The Public Health Advisor will provide expert advise to the programmes of HealthNet TPO and is responsible for the development of a public health policy for the organisation and the implementation of new policies, strategies and interventions.

3. CORE RESPONSIBILITIES AND TASKS

• Provide expert advise to the programmes; responsible for providing strategic direction on public health issues to the field and headquarters;
• Develop and implement new health policies, strategies and interventions in collaboration with NGOs, Health Authorities and International organisations;
• Ensure the consistency of the health strategies and interventions for the countries;
• Supervise monitor and evaluate the professional content of programmes;
• Ensure that the health strategies and interventions are evidence-based and implemented in a comprehensive and cost-effective manner;
• Liaise with and provision of medical advise to collaborating NGOs, international organisations working in the health domain, Health Authorities and other network related agencies;
• Represent HealthNet TPO in technical forums; 
• Prepare the chapters related to his/her responsibilities and activities in all narrative reports and proposals.

4. PROFILE

• Public health expert;
• Relevant academic qualifications (minimum Master of Public Health);=
• A few years of field experience working in developing countries;
• Excellent planning, management and supervisory skills;
• Ambitious;
• Experience in networking and maintaining relationships in a management culture that is built on consensus;
• Fluency in English. 

5. TERMS AND CONDITIONS

The initial contract will be for one year with the option to extend. Contract hours 32-40 per week. Terms and conditions as specified in the conditions of employment of office personnel.
