The Netherlands’ ministry of development collaboration has introduced complex new roles for financing of NGOs. Following these new rules, HealthNet TPO participated in two consortia.
Rehabilitation in fragile states: HealthNet submitted a joint proposal with CARE NL, Save the Children NL and ZOA Vluchtelingenzorg on multi sectoral rehabilitation in fragile states. The consortium is called the 'Dutch Consortium for Rehabilitation' (DCR). Activities are planned in the Democratic Republic Congo (DRC), North and South Sudan, Burundi, Liberia and Uganda. The strength of the consortium is in the expertise in multiple sectors (health, education, community and rural development) in fragile states. A total sum of no less than € 96m is requested to support rehabilitation activities in fragile states in the years 2011-2015, and per 1 November it should be clear whether the funds are granted.
The second consortium was planned with PharmAccess. The idea here was to improve access to health care for all in a combination of innovative and unorthodox ways. The involvement of the private sector in a contracted, business-like approach is combined with in depth understanding of the needs of local communities. With PharmAccess and a number of other stakehoilders we are convinced that this is the real new type of activities that need to be developed. We have however not been able to convince the committee of the ministry of these ideas, and we are now looking for alternative donors to implement these ideas.
