Health systems strengthening programme
The health system strengthening approach is a very broad one, since it concerns public health of a whole country. One of the health system strengthening effects is to enable the government to play its role in public service delivery: health services are a public service which should be accessible to all. Since 2003 HealthNet TPO is actively working on health systems strengthening and introducing health financing models in Western and Eastern Kasai, through the introduction of ‘performance based incentives’. We are closely involved with the World Bank and the EU in designing a policy on performance based financing for health services and await a larger policy to be rolled out. One part of the programme (the ‘Butembo programme’) was funded by the Dutch government (TMF and MFSI) for the last four years. This programme has recently ended and now serves as a fundament for the subsequent MFSII programme in Lubero. Read more…  

Mental health and psychosocial care programme
Since March 2008, local partner APPS (Association pour des Project Psycho Sociaux) and HealthNet TPO have implemented an innovative capacity building project, aimed at developing basic skills in providing psychosocial support. HealthNet TPO is involved in lobbying for the inclusion of mental health activities in the governmental “health zone” budgets. After training staff of local community-based organizations, the project now operates in three municipalities (Masina, N’djili and Kimbanseke, seven health zones in total), covering a quarter of the population of Kinshasa (capital of DR Congo). DR Congo

Since 2003, HealthNet TPO has been working to improve the health of the Congolese. Most programmes focus on strengthening health systems, with special focus on health financing interventions. In addition, several innovative psychosocial programmes were developed, in close collaboration with communities and district authorities. The aim is to increase ownership and improve self-organization initiatives to a point where psychosocial care is embedded in primary health care, health education and social work.
