In 2006, Achmea Zorg and Rabobank Foundation joined HealthNet TPO in an assessment for the introduction of a social health insurance to improve sustainability, quality and accessibility of health care services. The feasibility of the project was examined and the results in 2008 made clear that people were in favour of a health insurance scheme, with a premium of 8 to 16 USD (depending on the size of the household).
After a slow process of finding financial support, the programme started implementation in January 2010, by training involved staff members and stakeholders on the various aspects of micro insurance and the development of the management and administrative procedures for implementation. The project team also completed the development of the necessary administrative system and the cooperative model for the CBHI organization in collaboration with Achmea Zorg.
The project team, consisting of staff of both Achmea Zorg and HealthNet TPO, visited the project in April and wrote a report from the field.
