With support from HealthNet TPO, local partner RACHA started implementing the CBHI scheme called “Our Family Health” in Prey Veng Province in Cambodia at the end of 2009. In January 2010 CBHI staff was trained on the various aspects of micro insurance. HealthNet TPO developed the necessary administrative system and the cooperative model for the CBHI organization.
During the first year of the pilot project, RACHA implemented the CBHI scheme in 3 Health Centers in District Pearang district. In the beginning of 2011 the CBHI scheme was then rolled out to another 3 Health Centers. A total of 964 families were enrolled in the CBHI scheme by March 2011.
The objective of the joint mission that took place in April was to introduce the Achmea team to the CBHI scheme they have contributed to. On the arrival day a detailed CBHI introduction session was organized by RACHA. During this session the local team presented the current situation of the CBHI scheme in terms of geographical catchment area; administration; management; trend of member enrolment, benefit package, payment mechanism etc. The following two days were used for visiting Health Centers/Hospitals and villages where the CBHI scheme is currently being implemented. The last two days were then spent at the RACHA office for conducting a systematic SWOT analysis and setting priorities for action.
According to the results obtained from the SWOT analysis, a three year strategy document will be formulated by Achmea as soon as possible. This document will be describing the overall CBHI strategy and specifically Achmea’s technical support in terms of Operations, Marketing/Communication and IT database management. The teams (HealthNet TPO, Achmea and RACHA) will remain in close contact throughout the strategy development and implementation phase.
