Program Director Afghanistan

For our country office in Kabul, Afghanistan, we are looking for a Program Director to lead the program unit.

About us 

HealthNet TPO is a Dutch aid agency that works on health care in areas disrupted by war or disasters. HealthNet has been working in Afghanistan since 1994 with the aim to improve the health status of the people by supporting both the local communities and the Government in the development of a sustainable health care system. In this time HealthNet has implemented over 200 projects in the areas of Health System Strengthening, Mental Health and Psychosocial Services, and Disease Control.

About the position 

The Program Director is part of the program implementation team, lead by the Managing Director (whom you report to). The program implementation team consists out of four units (Finance, Procurement & Logistics & Administration, HR and Programs). The program implementation team is responsible for the management of the projects and the organisations resources. The Program Director leads the programs unit which consists of Technical Grant Coordinators, each with their own specific portfolio. 

In addition to leading the unit, for specific projects the Program Director fulfils the function of Technical Grant Coordinator and plays a key role in technical and operational guidance of the project or being the linking pin between the projects and other units within the program implementation team. He/she works closely with the Finance Grant Coordinator who is responsible for the financial management of the projects. He/she also work closely with the project manager who is responsible for the day to day implementation. Lastly the Program Director also works on proposal development and acquisition activities under the direction of the Head of Mission.

The purpose of this position is twofold. The jobholder provides  leadership for the programs unit, ensuring projects perform according to their set goals and targets in line with the policies of MoPH, HealthNet TPO and donors.  He/she brings projects together to create synergy when possible to move toward a program approach and ensure maximum quality, efficiency and impact. 

About You

You have the following:

  • University degree in health sciences, preferably with an Masters in Public Health;
  • At least 5 years previous experience in managing programs financed through institutional donors; such as the EU, USAID, Global Fund, World Bank and           others;
  • Proven experience in developing, managing and monitoring financial budgets;
  • Proven experience in proposal and report writing and good command of the English language; 
  • Knowledge of organizational analysis and development;
  • Proven experience in building and maintaining effective relationships; 
  • A participatory coaching & management style;
  • The ability to work well within a team and are able to coordinate that team; 
  • The ability to oversee complex issues and identify priorities; 
  • Strong analytical skills;
  • Good problem solving skills;  
  • Excellent communication and networking skills.


We offer:

  • A full-time position (40 hours per week);
  • A gross monthly salary between USD 2,000 and USD 2,600;
  • This position is based in our Kabul office, Afghanistan, with travel to the provinces.
